Decisions and
Rulings by
the
Breeding Committee for 2006
2006/001.
In
accordance with the decision taken by the Hungaria Puli Club
(hereinafter
referred to as: HPK) precondition of breeding is a hip dysplasia
screening result issued by the Hungarian
Independent
Dysplasia Committee (hereinafter referred to as: FDB) or the
Hungarian Association for Small Animal Orthopaedics (hereinafter
referred to as: MKOE) to dogs above 12 months of age. Mating of
white with other colours will continue to only be permitted in
case of dogs classified as dysplasia free (normal, almost normal,
mild) This ruling is obligatory and applies to all dogs born on
or after 01.01.2006 destined for breeding.
2006/002.
As a result
of efforts by the HPK a so-called
“Controlled Breeding Kennel” program will be
introduced. In
accordance with this all participating breeding kennels
requesting a kennel inspection by HPK, and having been deemed
compliant from all aspects will receive advertising opportunities
and will be featured on HPK’s web page marked as a
“Controlled Breeding Kennel”. The HPK through this
decision
wishes to provide incentives for breeders to provide the required
conditions.
2006/003
An
obligatory stipulation for
breeding is
a „breedable” or „recommended for
breeding”
classification issued at a breed inspection carried out under the
auspices of
HPK. This
means that in
future based solely on
qualifications from dog shows („very good”,
„excellent”)
dogs cannot be bred.
2006/004.
The breed
inspection will be carried out by a judge recognised by the HPK
and will be assisted in this new, descriptive judging process (app.
TSz no. 12) by two, but at least one member of the Breeding
Committee. The results must be published in the publication:
“The Puli” with prior written consent of the owner.
This
judging process is obligatory for all pulis born on, or after
01/01/2006
and for those individual dogs that have to date not acquired a
“breedable” classification at a breed inspection or
a show.
2006/005
From 2006, in accordance with
the
decision of the Breeding Committee all pulis born on or after
01/01/2006,
or those that have to date not fullfilled breeding criteria must
participate in a detailed descriptive judging process. The
thought of the introduction of a detailed descriptive judging
process was concieved some time ago. I felt there was a need for
a judging system that provides far more descriptive information
on all important attributes and body parts. Unfortunately, based
on the judgements of breed inspections of past years it cannot
always be said that these were detailed, followable and last but
not least uniform. By uniform I mean that all dogs should be
judged based on the same criteria and not by accentuating the
good, or in some cases the bad characteristics. All dogs have
their own virtues as well as attributes needing improvement. It
is the judge’s task to recognize these, the
breeder’s task is
to be aware of these and pair their dogs accordingly. This
detailed judging sheet attempts to fulfill these requirements,
furthermore it is a documnet providing all-round data by which we
are provided with valuable, up to date information
on the
appearance of the puli stock It provides help with choosing a
sire, as, based on the judgements of the current young generation
we can deduce the genetic profile of the sire. These requirements
can only be met by a judging system that is uniform, that
scrutinizes the same characteristics based on the same principles
in each individua dogl. As can be clearly seen from the appendix,
a judge has to perform judgement of 27 characteristics and
bodyparts. The list of characteristics and body parts can, if
justified, be ammended – the decision on this is within the
competence of the HPK Breeding Committee. Having described the
characteristics the judge must also evaluate them. The evaluation
is through marking of tendencies. If the judge deems a body area
or characteristic to be outstanding it is marked positive (+), if
deemed adequate or average it is left without a mark ( ), if a
defective characteristic or body area is found it is given a
negative (-) mark. Through this evaluation the outstanding or
poorer qualities of the dog become clear to the owner making it
possible to make concious decisions in choosing mates that can
help betterment of these areas. Following the descriptive
judgement based on the standard the judge decides whether the
individual is „breedable” or „unfit for
breeding”. For
the breedable individuals a „recommended for
breeding”
recommendation can be given out if deemed adequate by the judge,
on condition that the dog possesses an FDB or MKOE dysplasia
screening test result done above the age of 12 months. A
„recommended for breeding” classification can only
be given
to dogs that are in type and appearance representants of the
breed and are exempt from any serious defect. At our breed
inspections there is opportunity for the introduction of
offspring groups. The significance of this lies in presenting the
descendants of outstanding breeding dogs together as a group,
which then makes possible conclusions with regard to the genetic
profile of the given
dog
together with inherited
homogeneitic
and heterogeneitic attributes. In these offspring groups both
dogs and bitches can participate on condition of
„breedable”
classification and dysplasia screening results. A precondition is
for presented dogs to be of at least 3 different litters and of
different breeding pairs and to be in possession of an FDB or
MKOE dysplasia screening result performed above the age of 12
months and at least a „breedable” classification.
As a result,
the
prestigious title of
„outstandig breeding dog” can be
awarded.
Let
us not forget that it is not the multiple title winning sires
which are the best mates, for they might possess the same defects
as our dam. Breeding is good and well founded if we can achieve
bettering effects in
the
offspring.
2006/006
Litters
registered with HPK
will be
published in the Club’s publication broken down to breeding
kennels.
2006/007
Litter inspections need only be
carried
out in cases of coloured (black, masked-fawn/fakó/, grey)
whelping white offspring, and also in all cases of authorized
black, masked-fawn /fakó/ or grey x white mating. These
inspections may be carried out by appointed member/s/ of the
Breeding Committee. A report is drawn up of the litter inspection
of which one copy stays with the owner and one copy is filed by
the Breeding Committee. The cost of inspection is borne by
HPK.
2006/008
The
scale of in-breeding is
regulated by
the Club’s Breeding Committee. Above a 62.5% coefficient of
relationship special permission of the Breeding Committee is
required on the basis of special justification (maintaining a
rare blood-line, to secure virtues of outstanding individual dogs).
2006/009
In
practice the term relation
is
restricted to the first 4 ancestral lines (columns). If mutual
ancestors are to be found only in the 5th or higher ancestral
lines (columns) the individual dogs are not termed as related
(unrelated).
We consider unrelated breeding in case the dogs destined for
breeding are family bred but have no relation whatsoever to each
other within 4 ancestral lines. In these dogs their own degree of
relationship does not culminate in analysis of the mating. Taking
the above into consideration we distinguish the following
breeding methods:
a)
Closest
in-breeding in which
case the coefficient of relationship
within four ancestral lines is 75-100% in the dog. I.e: parents x
with offspring, or siblings mated with each other. Dogs of
separate litters but
born to
same parents are to
be considered
siblings.
b)
Close
breeding, where the
coefficient of relationship with mutual
ancestors is 62.5-68.75%. I.e. grandsire/dam to grandson/daughter.
c)
Less
close
breeding -
where the
coefficient of
relationship is
between 12.5-56.25%. Here we find mutual ancestors in the 2nd,
3rd
or fourth ancestral lines.
d)
Outcrossing:
mating of same
breed but unrelated dogs.
Almost
all breeds originate (are re-bred) from a restricted breeding
stock therefore if we choose to in-breed it is enough to resort
to less close breeding. The blood relation to ancestors of
good
transmitter lineage should be sought. In breeding kennels
applying closest in-breeding, outcrossing is often necessary in
order to be able to maintain the undesirable attributes in
heterozygote form.
2006/010
The
HPK organizes two major
breed
inspections per year, one is spring, one in autumn. Breeders will
have an opportunity at these inspections to have their dogs’
eligibility for colour cross breeding (white x other) assessed.
2006/011
Puppies
resulting from colour
cross
breeding must remain in Hungary and, quality permitting, must be
bred.
2006/012
The
HPK will hold records of
dogs with
pedigrees but which are deemed unfit for breeding
2006/013
The
Club’s present
regulations have no
retroactive force, therefore if a mating pair had, prior to the
coming into force of the Breeding Regulation fulfilled the
conditions for breeding, can, without further ado be bred,
offspring can be issued with relevant certificates (Pedigree).
2006/014
In
accordance with a motion by Tibor
Kovács the present Breeding Regulation will be modified to
bring
it in line with the Constitution and Operational Rules. The
modification applies to Sections 5.1, 5.2, 5.3, 5.4 of the
Breeding Regulation.
2006/015
In
line with the ideas of the
Breeding
Committee the fist Puli Festival is to be held in the autumn of
2007 awarding a CAC title.
2006/016
In
line with the decision of the Breeding
Committee we will notify the Association of Hungarian Dog
Breeders (MEOE) of which judges we would like to judge the breed
in the year 2007.

2006/017
The
Breeding Committee in the
spring of
2007 wishes to hold a workshop with the participation of judges
and breeders to formulate a unified approach that brings the main,
standard characteristics of the breed to the foreground.
2006/018
A
decision was taken whereby the pedigree of the dogs entered for
shows organized by the Club will be published as an appendix to
the catalogue, thus providing breeders with further information.
2006/019
Based
on a motion by Zsuzsa
Bátor,
member of the Breeding Committee, the provision of the Breeding
Regulation dealing with hip dysplasia screening was discussed and
amended. In accordance with this the highlighted and underlined
part of Par. 3.1 of the Breeding Regulation is thus modified:
Based on the decision of HPK a condition of breeding is the
existence of a hip dysplasia screening result issued by either
FDB or MKOE performed at over 12 months of age. In case of black,
masked-fawn (fakó) and grey dogs the reassuring numbers of
their
stock enables that the screening result should be at worst a
„mild” classification. Since the blood line of the
white puli
has significantly narrowed, is inbred (presently the majority of
the stock can be traced back to Sivatagi Nótás)
therefore dogs
with „moderate” classification can also be bred. In
case of
white pulis with „severe” classification, but
showing no
clinical symptoms the Breeding Committee will, by majority vote
decide whether the dog can be bred or not. The decision will be
taken primarily based on appearance, temperament and bloodline.
Based on this decision dogs with „severe”
classification that
are permitted to be bred can only be mated with dogs free of
dysplasia (normal, moderate, mild). The decision is obligatory in
case of all pulis destined for breeding born on, or after 01/01/2006
2006/020
The
Breeding Committee of
HPK saw fit
a debate on, and amendment to, the relevant section of the
Standard relating to teeth. In excluding faults point
„e”:
missing more than 2 P1 or lack of any other tooth except
missing
M3 teeth.
Standard
explanation:
„With a missing P1
can get „excellent”, but not champion, with two P1
missing
only „very good” qualification. If three, or all P1
are
missing only „good” can be awarded. If P2, P3 or
P4, possibly
M1, M2 teeth are missing the puli can only be awarded a
„good” qualification. The
lack of M3 teeth is not a
serious fault but in awarding a champion title it is to be taken
into consideration as a differenciating aspect.
2006/021.
In
accordance with a motion by
Tibor
Kovács section 3.7 of the Breeding Regulation on Artificial
Insemination
will be
ammended by the
current accessible methods
for the extraction and deep-freezing of semen.
2006/022.
The
Breeding Committee has come
to a
decision regarding the judges for the Puli Club Exhibition to be
held on 28/5/2007. The judges for the exhibition shall be:
István László and István
Géczi, international dog-show
judges. Mihály Mészáros will compere
the Best in Show event of
the exhibition.
2006/023.
The Committee
discussed the events of the Puli Festival to be held on 7/10/2007.
In accordance with the preliminary ideas, the Puli Festival would
take place in the morning with the timely breed inspection
following in the afternoon. Judging would be performed by
currently renowned breeders, as well as owners of the pulis
entered being able to vote for the most beautiful puli.
Invitiation of these judges is on-going. We would like to invite
those pulis to be presented, who are special
in any area thus
augmenting the fame and reputation of the puli country-wide, be
it a work, sport or leisure activity. It has also been decided,
that the Club will invite participants to a free meal of
traditional Hungarian foods, i.e mutton-goulasch, lebbencs soup.
Entering the Festival is free, but entries must be made in
advance as a catalogue will be published with an appendix
containing
the dogs’ pedigrees.
2006/024.
A coordination meeting for the
establishment of a uniform judging approach will be held on 31/3/2007
on the occasion the Budapest main breed inspection. As regards
its methodology, it would connect to the breed inspection by
following the points of the detailed, descriptive judging sheet.
Members of the Breeding Committee undertake to provide such pulis
for this coordination event, that will demonstrate well both
desirable, and undesirable characteristics and trends. The Club
will send out invitations to all dog-show judges who are judging,
or in the recent past have judged the breed.
